Tsure mo naki hito no kokoro no uki ni hau ashi no shitane no ne o koso wa nake - Shin Kokin Wakashu(English Translation & Meaning)

つれもなき人の心のうきにはふ
葦の下根のねをこそは泣け

Roma-ji: Tsure mo naki hito no kokoro no uki ni hau ashi no shitane no ne o koso wa nake
English Translation: You who show no care —
your heart's bitterness, where float
the reeds, roots creeping:
down at their root I lift my voice
and can do nothing but weep
Meaning: At the bitterness of your uncaring heart, I weep aloud, like the reeds whose roots creep beneath the floating water.
Commentary: Book Eleven Love Poems I 1076

Headnote: "At a poetry contest at the house of the Lay Priest and Former Regent and Chancellor of Hosshōji."
This is the first poem of a sequence on love sung through reeds. At the bitterness of an uncaring heart, the speaker weeps aloud, singing through the lower roots of reeds that creep beneath the floating water. According to the headnote, it was composed at a poetry contest at the house of the Lay Priest and Former Regent and Chancellor of Hosshōji.
The author, "Provisional Middle Counselor Morotoshi," is Fujiwara no Morotoshi. A son of the Major Counselor Fujiwara no Munemichi, he rose to Provisional Middle Counselor.
The Lay Priest and Former Regent and Chancellor of Hosshōji is Fujiwara no Tadamichi. He served as Regent and Chancellor, later took holy orders, and lived at the Hosshōji temple.

The first line, "tsure mo naki," means "without any kindness, cold."
The second line, "hito no kokoro no," means "of that person's heart."
In the third line, "uki" pivots between "uki," bitter, and "uki," floating on water, and "hau" means to send roots creeping through the water, leading to the reeds that follow.
In the fourth line, "shitane" are the roots that spread on the bottom. Reeds appear in 1049 and 1063 as well, a thing of Naniwa used again and again in love poems.
In the last line, "ne" pivots between the reed's root and "ne," the sound of weeping. The emphatic "koso" is resolved by "nake." Like 1009 and 1024, it closes on weeping aloud, gathering up the loves that weep unseen.
