やはらぐる影ぞ麓に曇りなき
もとの光は峰にすめども

Yawaraguru kage zo fumoto ni kumori naki moto no hikari wa mine ni sumedomo

English Translation
Softened light it is
that at the mountain's foot shines
without any cloud,
though the light that was the source
dwells clear on the peak above.

It is the softened light that shines unclouded at the mountain's foot, though the original light dwells, clear, upon the peak.
Commentary
Book Nineteen Poems on the Gods 1901

Headnote: "From among poems offered to the Hiyoshi Shrine, on the Second Shrine."
This is the first poem in the sequence on the Hiyoshi Shrine. The original light dwells clear on the mountain peak, but it is the softened light that shines unclouded at the foot. According to the headnote, it is one of the poems offered to the Hiyoshi Shrine, composed on the Second Shrine. It praises the Buddha who softens his light to become a god and illumine people at the mountain's foot.
No author is named in the original, and the poem is treated as continuing from the author of the preceding poem, Jien.
The Hiyoshi Shrine stands at Sakamoto in Ōmi Province, at the eastern foot of Mount Hiei, and is the guardian of Enryakuji. The Second Shrine is one of the shrines of Hiyoshi, enshrining the god of the land of Mount Hiei.

The first line, "yawaraguru," means "softening the light." The same word opens poem 1880 of this book, showing the idea of the Buddha softening his light to appear as a god.
The second line, "kage zo fumoto ni," means "it is the light that at the foot." The particle "zo" is closed by the attributive "naki" in the third line.
The third line, "kumori naki," means "without a cloud," and the poem breaks here.
The fourth line, "moto no hikari wa," means "the Buddha's original light."
In the last line, "mine ni sumedomo," "sume" is a pivot word joining the light "shining clear" and the Buddha "dwelling." "The peak" is Mount Hiei, set above against the Hiyoshi Shrine at its foot. The opening poem of this book, poem 1852, is also a poem of the Hiyoshi deity, so Hiyoshi reappears within the book.
