Yamakaze ni sakura fukimaki midarenamu hana no magire ni tachitomaru beku - Kokin Wakashu(English Translation & Meaning)

山風に桜吹きまき乱れなむ
花のまぎれに立ちとまるべく

Roma-ji: Yamakaze ni sakura fukimaki midarenamu hana no magire ni tachitomaru beku
English Translation: O mountain wind,
whirl up the cherry blossoms
and scatter them wild,
that lost amid the flowers
my friends may linger here.
Meaning: Let the mountain wind whirl up the cherry blossoms and scatter them in a wild flurry, so that, lost amid the falling flowers, those leaving will stop and stay.
Commentary: Book Eight Parting Poems 394

Headnote: "Composed beneath the cherry blossoms on the way back after climbing the mountain for the relic service of the Prince of Urin'in"
This poem was composed beneath the cherry trees on the way back from a relic service held on Mount Hiei by Prince Tsuneyasu of Urin'in. If the mountain wind scattered the blossoms wildly, the path would be lost among the flowers and people would stop; the poet entrusts his reluctance to part to the scene of whirling blossoms.
The author, "Archbishop Henjō," was Henjō, whose lay name was Yoshimine no Munesada, a grandson of Emperor Kanmu. He founded Gangyōji at Kazan and rose to the rank of archbishop. He is one of the Six Poetic Immortals.

The first line, "O mountain wind," is the wind blowing on Mount Hiei, presented as the force that scatters the blossoms.
The second line, "whirl up the cherry blossoms," uses fukimaku, the wind blowing as if to roll things upward, depicting blossoms dancing into the air.
The third line, "and scatter them wild," uses the desiderative namu to wish that they would scatter in disorder, and the poem breaks after this line.
The fourth line, "lost amid the flowers," refers to the surroundings becoming hard to make out because of the falling blossoms. Poem 403 in this book, "scatter until they lose their way," takes up the same conceit of hiding the road with falling blossoms to hold people back.
The last line, "that they may linger," uses beku, "so that," presenting in inverted order the purpose of the wish in the third line.
