頼めつつ逢はで年ふるいつはりに
懲りぬ心を人は知らなむ

Roma-ji: Tanometsutsu awade toshi furu itsuwari ni korinu kokoro o hito wa shiranamu
English Translation: Raising my hopes, yet
never meeting me as years pass,
through all your false words,
I wish that you would know my heart
has never learned its lesson.
Meaning: You keep raising my hopes, yet the years go by without our meeting; I wish you would understand that my heart has not been cured of you despite all your deceit.

Headnote: "Topic unknown"
The poet pleads for the beloved to understand that his heart goes on loving, undeterred, despite the falseness of one who promises to meet and raises his hopes yet lets the years pass without meeting. His single-minded devotion, still trusting and waiting though betrayed again and again, is expressed not as resentment but as an appeal.
Ōshikōchi no Mitsune was a poet of the early Heian period and one of the compilers of the Kokinshū. He held low provincial posts such as Junior Clerk of Kai and Senior Secretary of Izumi, but his poetic talent was highly regarded. He is one of the Thirty-Six Poetic Immortals.

First line, "tanometsutsu": tanomu here, in its lower bigrade conjugation, means to raise someone's hopes. Tsutsu expresses repetition, "raising my hopes again and again." It is the same word as "tanomeshi yume" in the previous poem, 613; there a dream raised his hopes, while here it is the beloved who does so.
Second line, "awade toshi furu": de is a negative conjunctive particle, "the years pass without meeting."
Third line, "itsuwari ni": the beloved's promises have proved false, and ni marks the object.
Fourth line, "korinu kokoro o": koru means to learn from a bitter experience, and nu is the attributive negative, "a heart that never learns."
Fifth line, "hito wa shiranamu": namu expresses a wish directed at another, closing with "I wish she would understand."
