All puffed up with cleverness,
not drinking their wine—

Headnote continued from the preceding poem: "Thirteen poems in praise of sake by the Governor-General of Dazaifu, Lord Ōtomo"
This is the seventh of the thirteen poems in praise of sake by the Governor-General Lord Ōtomo. Those who play the wise man and refuse to drink would, looked at closely, resemble monkeys—a biting jest. As the reverse side of praising wine, it humorously criticizes those who affect superficial cleverness, revealing Tabito's defiant spirit.
The thirteen poems in praise of sake form a sequence in which Tabito, at Dazaifu, extols wine as a way of rejecting worldly cleverness and consoling life's sorrows, drawing on Chinese precedents such as the Seven Sages of the Bamboo Grove.
The poet, Ōtomo no Tabito, was a son of Ōtomo no Yasumaro. He served as Middle Counselor and Governor-General of Dazaifu before rising to Great Counselor, and died in Tenpyō 3 (731). Steeped in Chinese letters, he was at the center of a poetic circle with Yamanoue no Okura and others while serving in Tsukushi.
First line "Ah, how unsightly": ana is an interjection and miniku the stem of minikushi, "ugly." The sentence breaks here.
Second line "All puffed up with cleverness": sakashira is affected cleverness, and to gives the reason.
Third line "not drinking their wine" means refusing sake.
Fourth line "if you took a closer look": miba is conditional.
Fifth line "would they not look like monkeys": ka is interrogative and mu conjectural, ending with a sardonic jab.
