み崎廻の荒磯に寄する五百重波
立ちても居ても我が思へる君
Roma-ji

Misakimi no ariso ni yosuru ioenami tachite mo ite mo aga moeru kimi

English Translation
Round the jutting cape,
on the rugged rocky shore,
waves in hundredfolds;
standing or sitting down,
you are ever in my thoughts
Meaning
Like the waves that rise in a hundred folds on the rugged shore around the cape, whether I stand or sit, you are always in my heart.
Commentary
Book Four Love Poems 568

Headnote: "Four poems from the farewell banquet held at the Ashiki post station in Chikuzen by the officials of the Dazaifu for Lord Ōtomo, Governor-General, when he was appointed Major Counselor and about to go up to the capital"
When Ōtomo no Tabito, Governor-General of the Dazaifu, was appointed Major Counselor and was about to leave for the capital, the Dazaifu officials held a farewell banquet at the Ashiki post station in Chikuzen; this is the first of four poems from it. With waves breaking in countless folds on the rocky shore of a cape as its preface, it declares a devotion to the superior that fills every moment, standing or sitting.
According to the left note, this poem is by Kadobe no Iwatari, Secretary of Chikuzen.
The author, Kadobe no Iwatari, was an official who served as secretary, the third-ranking officer, of the province of Chikuzen.

First line, "Round the jutting cape," uses the honorific mi: around the cape.
Second line, "on the rugged rocky shore," means breaking on the rough rocks.
Third line, "waves in hundredfolds," names ioenami, waves rolling in fold on fold; the first three lines form a preface, the rising (tatsu) of waves leading to "standing" in the fourth line.
Fourth line, "standing or sitting down," means whether I stand or sit, that is, at every moment.
Fifth line, "you are ever in my thoughts," means you whom I cherish, ending on a noun that names the object of his devotion.
