山の名と言ひ継げとかも佐用姫が
この山の上に領巾を振りけむ

Yama no na to iitsuge to kamo sayohime ga kono yama no e ni hire o furikemu

As a mountain's name
to be told on down the years —
was that why, perhaps,
Sayohime on this peak
waved her scarf so long ago?
Meaning
Was it so that the tale would be handed down as the mountain's name that Sayohime waved her scarf on top of this mountain?

Book Five Miscellaneous Poems 872

Headnote continued from the preceding poem: "A later person's response"
The poet wonders whether Sayohime waved her scarf on this mountain so that it would be passed down as the mountain's name. Taking up "the mountain's name" from the preceding poem, he reads into her act an intention to be remembered by later ages.
The headnote tells how Ōtomo no Sadehiko, sent by imperial command as an envoy to a land across the sea, set sail; his wife, Matsura Sayohime, lamenting that parting is easy and meeting hard, climbed a high peak, gazed after the departing ship, and at last took off her scarf and waved it. None who stood by could hold back their tears, and so the mountain came to be called the Peak of the Waving Scarf. It is identified with Mount Kagami in Karatsu. Opinions differ on the authorship of this sequence, some attributing it to Ōtomo no Tabito and others to Yamanoue no Okura, and no view is settled.

First line, "yama no na to": opens by taking up "the mountain's name," the last line of the preceding poem.
Second line, "iitsuge to kamo": "kamo" poses a question: was it meant to be handed down? Like "hand it on" in the calming-stone poem 814, it looks to the endurance of legend.
Third line, "Sayohime ga": the heroine of the legend.
Fourth line, "kono yama no e ni": the mountaintop where she actually waved her scarf.
Fifth line, "hire o furikemu": "kemu" conjectures about the past, answering "kamo": did she wave it so?
