though the blossoms fall and fade,
on Mount Miwa
they are still in tight-closed bud,
waiting, longing, for your coming.

Though the blossoms on the other spring hills have fallen, those on Mount Miwa are still in bud, unable to open as they wait for you to come.
Commentary

Headnote continued from the preceding poem: "Two poems presented to Prince Toneri"
Though the blossoms on other spring hills have scattered, those of Mount Miwa remain in bud, waiting for the prince to come. Through the flowers, the poet conveys eager anticipation of the prince's visit.
This is the second of two poems presented to Prince Toneri. Mount Miwa, in Sakurai, Nara, is the sacred body of Ōmiwa Shrine, where the god Ōmononushi is worshiped.
The author, Kakinomoto no Hitomaro, was a court poet active in the reigns of Jitō and Monmu. This poem is taken from the Hitomaro Collection, which is thought to contain both Hitomaro's own poems and poems by others that he gathered. Prince Toneri was a son of Emperor Tenmu and presided over the compilation of the Nihon Shoki.

The first line, "on the spring mountains," refers to spring hills in general, set against Mount Miwa in the third line.
The second line, "though the blossoms fall and fade," is a concessive supposition.
The third line, "on Mount Miwa," pairs with "the spring mountains" through the particle wa, singling out Miwa alone.
The fourth line, "they are still in tight-closed bud," pauses the poem. Fufumu describes swelling buds that have not yet opened, and ri expresses continuing state.
The final line, "waiting, longing, for your coming," gives the reason at the end in inversion. As in "waiting for the autumn leaves" in 1703 and "I who wait" in 1705, the waiting heart is voiced in poems presented to princes.
