月読の光りを清み神島の
磯廻の浦ゆ船出す我れは

Tsukuyomi no hikari o kiyomi Kamishima no isomi no ura yu funade su ware wa

English Translation
Because the moonlight
is shining so pure and clear,
from Kamishima,
from the bay along its rocks,
now I put out to sea
Meaning
Because the moonlight shines so clear, from the bay along the rocky shore of Kamishima I now set sail.
Commentary
Book Fifteen Poems of the Envoys to Silla 3599

Headnote continued from the preceding poem: "The envoys sent to Silla grieve at parting and exchange poems, express their sorrowful feelings on the sea route, and recite old poems suited to the places they pass"
As if drawn by the pure moonlight, he sings of a night departure from the bay of Kamishima. Behind it lies the practice of Inland Sea voyages, setting out by night when the moonlight allowed the tides to be read. The first two lines, "tsukuyomi no hikari o kiyomi," are the same as in 3622 of this book, where the ship later sails by night from Nagato Bay, so the same scene of departure under moonlight recurs.
A left note reads "the above eight poems were composed after boarding the ship and entering the sea route"; the eight poems from 3594 to 3601 were made once the ship had put out to sea. The author is not named.

First line, "tsukuyomi no": "Tsukuyomi" is the name of the moon god, and by extension the moon itself.
Second line, "hikari o kiyomi": "o ... mi" expresses a cause: because the moonlight is pure. 3622 of this book opens with the same first two lines.
Third line, "Kamishima no": Kamishima in Bingo Province, thought to be near present-day Fukuyama in Hiroshima Prefecture.
Fourth line, "isomi no ura yu": "isomi" is the curve of a rocky shore; "yu" is a case particle of passage or starting point: from the bay along the rocks.
Fifth line, "funade su ware wa": inverted so that "ware wa" (I) comes last, highlighting his own figure setting sail under the moonlight.
