神さぶる荒津の崎に寄する波
間なくや妹に恋ひわたりなむ

Kamusaburu Aratsu no saki ni yosuru nami manaku ya imo ni koiwatarinamu

English Translation
On the hallowed cape
of Aratsu, ancient and grand,
the waves keep breaking;
so without a pause, must I
go on longing for my love
Meaning
As the waves break ceaselessly on the hallowed cape of Aratsu, so must I go on longing for my wife without a moment's pause?

Headnote continued from the preceding poem: "Nine poems composed while gazing at the moon by the sea"
The ceaseless waves breaking on the cape of Aratsu are likened to his unending longing for his wife. Through the hallowed cape rising grandly and the unbroken waves striking it, he expresses a longing with no end in sight. The cape of Aratsu overlooks Hakata Bay and is thought to be near Nishi Park in present-day Chūō Ward, Fukuoka.
The author, Haji no Inatari, was a member of the embassy to Silla, but nothing further is known of his rank or office. A left note reads "the above poem is by Haji no Inatari."
According to the headnote, this is one of nine poems composed while gazing at the moon by the sea, thought to have been made during the stay at the Tsukushi lodge.

First line, "kamusaburu": "kamusabu" means to be hallowed with age, praising the solemn appearance of the cape of Aratsu.
Second line, "Aratsu no saki ni": a cape overlooking Hakata Bay, thought to be near Nishi Park in present-day Chūō Ward, Fukuoka.
Third line, "yosuru nami": the waves ceaselessly breaking on the cape; the lines up to here form a preface leading into "manaku" in the fourth line.
Fourth line, "manaku ya imo ni": "ma" is an interval: without pause. "Ya" is an interrogative binding particle resolved by the attributive "namu."
Fifth line, "koiwatarinamu": "wataru" means to continue through time, and "namu" is the irrealis of the perfective "nu" with conjectural "mu": must I go on longing, the poem ends.
