天皇の御代万代にかくしこそ
見し明きらめめ立つ年の端に

Sumeroki no miyo yorozuyo ni kaku shi koso meshi akirameme tatsu toshi no ha ni

English Translation
Our sovereign's reign
for ten thousand ages long—
just like this, indeed,
will he view and gladden his heart
as each new year comes round
Meaning
Our sovereign's reign will last ten thousand ages, and just like this he will gaze upon the feast and gladden his heart as each new year begins.
Commentary
Book Nineteen 4267

Headnote continued from the preceding poem: "A poem prepared in advance in order to respond to an imperial command, with a short poem"; envoy, one poem
An envoy to a long poem prepared in advance in case of a command to offer poems, it blesses the eternity of the reign: the emperor's reign will last ten thousand ages, and with each new year he will view the banquet just like this and gladden his heart.
The long poem depicts the toyonoakari banquet, where officials wear tachibana in their hair and serve while ringing out wishes for a thousand years; the envoy closes by wishing that banquet to recur every year. The left note says, "The above two poems were composed by Ōtomo no Sukune Yakamochi."
The poet, Ōtomo no Yakamochi, was the son of the Grand Counselor Ōtomo no Tabito. Appointed Junior Counselor in 751, he returned from Etchū to the capital at Heijō-kyō, where he took part in court banquets as an official. He is thought to have played a central role in compiling the Man'yōshū.

First line, "sumeroki no" (the sovereign's), names the emperor as the one blessed.
Second line, "miyo yorozuyo ni" (his reign for ten thousand ages), wishes for an everlasting reign.
Third line, "kaku shi koso" (just like this): "koso" binds with "me" in the fourth line.
Fourth line, "meshi akirameme" (he will view and gladden his heart): it ends in the realis "me" as the conclusion of "koso."
Fifth line, "tatsu toshi no ha ni" (with each new year), places the yearly repetition last by inversion.
