English Translation
Because the wind blows
so fiercely, at a harbor
it never meant to
the fisher's little boat moors;
is it troubled just like this?
Meaning
Driven by fierce winds to moor at a harbor it never meant to reach, is the fisherman's little boat as troubled as I am now?
Commentary
Book Fifteen Love Poems V 963

Headnote: "When he was setting out to visit a woman and his former wife stopped him"
The poem asks whether a fisherman's little boat, forced by fierce winds to moor at an unintended harbor, is just as troubled as I am. It likens oneself, held back when about to go to a lover and made to stay against one's will, to a little boat driven by wind to moor where it never meant to.
According to the headnote, it was written when he was setting out to visit a woman and his former wife stopped him. Likening the wife's restraint to a fierce wind and himself, blocked from his destination, to a small boat, it expresses his frustration with wit.
The author, "Minamoto no Kageakira", was the son of Minamoto no Kanemitsu, Junior Assistant Minister of the Treasury, and grandson of the Consultant Minamoto no Masaakira. He rose to Junior Fifth Rank, Lower Grade, and governor of Nagato, and was also known as a poet, composing poems at the request of Fujiwara no Yoritada.

First line, "kaze o itami," means "because the wind is fierce," with "o ... mi" expressing cause or reason.
Second line, "omowanu kata ni," means "in a direction one never intended."
Third line, "tomari suru," means "mooring in a harbor."
Fourth line, "ama no obune mo," means "the fisherman's little boat too," with "mo" implying "just like me."
Final line, "kaku ya waburan," means "might it be so troubled," concluding with the attributive of the present conjectural "ran" in answer to the binding particle "ya."
