Takasago ni waga naku koe wa narinikeri miyako no hito wa kiki ya tsukuran

English Translation
To Takasago
my weeping voice has come now,
crying like the deer;
I wonder, could the one in
the capital hear it there?
Meaning
My weeping voice, crying like the deer, has carried me all the way to Takasago. I wonder—can the one I left in the capital hear it?
Commentary
Book Fifteen Love Poems V 998

Headnote: "Composed at a place called Takasago by one who, bound for a distant place, went along the way longing for a man who remained in the capital"
The poem says: my weeping voice, as I came along longing, has reached as far as Takasago; might the one in the capital hear it? It overlays a longing that grows the farther one goes, and feelings for the one left in the capital, on the place-name Takasago, where deer cry for their mates.
According to the headnote, it was composed at a place called Takasago by one going down to a distant province, who traveled the whole way longing for a man who remained in the capital.

First line, "Takasago ni," means "at Takasago," a poetic place in Harima Province sung of for its deer and pines.
Second line, "waga naku koe wa," means "my weeping voice," with "naku" a pivot word joining "naku," to weep, and "naku," the crying of deer, an association with Takasago. It shares the singing of a weeping voice with "ne o naku" in 974 and 985 of this book.
Third line, "narinikeri," means "has come to be," with "keri" exclamatory. The poem breaks here.
Fourth line, "miyako no hito wa," means "the one in the capital," contrasting the capital, far away, with "Takasago" in the first line.
Final line, "kiki ya tsukuran," means "might they hear it," concluding with the attributive of the present conjectural "ran" in answer to the binding particle "ya."
