Headnote: "On the Miwa shrine"
On the Miwa shrine, the "cedar," sugi, of the cedar shrine the priests are building leads to sugi, "what has passed," and the poet says what is past need not be questioned. The newly built shrine is laid over a fresh beginning free of the past. Kamo no Mabuchi marked it with a sign of praise.
The Ruijū text places it in its section on the gods.

Line 1 means "now being built."
Line 2 means "the priests of Miwa," taking up Mount Miwa of the preceding poem.
Line 3 means "a shrine among cedars," and the first three lines form a preface leading to sugi.
Line 4 means "what has passed," continuing by the same sound as "cedar."
Line 5 means "need not be asked," the "now" of line 1 set against the "past" of line 4.
