English Translation
Hoping that the leaves
on the peaks I watch from far
will come scattering down,
in the village at the foot
they wait now for the storm
Meaning
Hoping that the autumn leaves on the peaks they can only admire from afar will come scattering down, the village at the mountain's foot waits for the storm.
Commentary
Book Three Autumn Poems 250

Hoping the leaves on the distant peaks, which they can only admire from afar, will be blown down to them, the villagers at the foot of the mountain wait for the storm. Turning the usual dislike of the leaf-scattering storm on its head, the poem expresses the wish to bring the leaves close.
Where poem 247 in this book laments the storm blowing on the leaves of the peaks, this poem waits for the storm, reversing the attitude toward it.
From poem 243 through poem 253 in this book come poems on autumn leaves, from trees just beginning to turn to leaves scattering until they fill rivers and waterfalls.
The author, Akinaka (Minamoto), is Minamoto no Akinaka. A son of Minamoto no Akifusa, he served as Head of the Department of Divinities. He was the father of Taikenmon'in no Horikawa and Jōsaimon'in no Hyōe.

First line, 'yoso ni miru', means seen from afar, showing that the leaves are out of reach.
Second line, 'mine no momiji ya', means the leaves of the peaks, with the questioning particle ya. 'The leaves on the peaks' also appear in poems 247 and 249 in this book.
Third line, 'chirikuru to', means thinking they might come scattering.
Fourth line, 'fumoto no sato wa', means the village at the mountain's foot.
Final line, 'arashi o zo matsu', is a binding in which zo closes on the attributive matsu, stressing the surprise of waiting for the usually unwelcome storm.
