Hitonami ni kokoro bakari wa tachisoite sasowanu Waka no urami o zo suru

English Translation
Like everyone else
my heart at least went along
beside you, and yet
not asked to Waka's bay,
I gaze instead with reproach
Meaning
Like everyone else, my heart at least went along with you, but since you did not invite me to the Bay of Waka, instead of gazing on its shore I can only reproach you.
Commentary
Book Nine Miscellaneous Poems I 578

Like everyone else, the poet says, his heart at least went along with the others, but since they did not invite him, instead of viewing the Bay of Waka he can only voice reproach. Whether people had set out for the Bay of Waka or for a poetry gathering, he playfully resents not having been invited, using the pivots of Waka no ura and urami, viewing the bay and reproach.
Waka seems to echo the famous Bay of Waka, waka poetry and waga, my.

First line, 'hitonami ni', means like everyone else.
Second line, 'kokoro bakari wa', means my heart at least, the particle bakari expressing limitation.
Third line, 'tachisoite', means going along beside, saying that his heart alone went along.
Fourth line, 'sasowanu Waka no', is a pivot in which waka means both the Bay of Waka in Kii and waga, my, left in kana.
Final line, 'urami o zo suru', is a pivot in which urami means both gazing at the bay and reproach, left in kana. The particle zo is answered by the attributive suru.
