Headnote: "On the theme that the human heart is inconstant"
On the theme that the human heart is inconstant, the poet exclaims how unsettled the world is: where one rejoices, another grieves. He states plainly the fickleness of human life and how joy and sorrow stand back to back. Kamo no Mabuchi marked it with a sign of praise.
The Ruijū text ends the headnote with "composed on" and spells lines 2 and 4 differently.
Line 1 is the same as the preceding poem's.
Line 2 means "ah, how unsettled," ana an interjection.
Line 3 means "this world!" ya exclamatory, with a break after the line.
Line 4 means "if there are those who rejoice," eight syllables.
Line 5 means "there are those who grieve," paired with line 4; taking up the destitute of the preceding poem, it sets the joyful beside the grieving.
